As part of the preparatory activities of the 5-year program to be implemented in this Department, a project proposals that focus on basic education aims to strengthen the governance of education system and assisting it with the implementation of Basic Education Social reform Agenda (BESRA) are preferably given much consideration.

The application for proposal is open to all interested organizations/ NGOs and institutions.  These organizations are requested to detail their interest, organizational, technical and managerial capacity, direct experience or presence in the identified priority areas and commitment to provide quality outputs.

BEAM-ARMM goes on..

BEAM project has ended in the three (3) regions (ARMM, XI, & XII) last year of 2009. However, the BEAM-ARMM goes on and not a direct continuation of the Basic Education Assistance for Mindanao (BEAM) project but a discrete activity to build on the achievements of BEAM and to maintain the momentum of change in ARMM which started with BEAM and is now being fuelled by the recently completed Regional Basic Education Development Plan and the new Education Act.

It is evidently proven that the changes implemented by the BEAM project have been completely consistent with those being advocated by the Philippine Government under its national reform agenda, the three regions are well advanced in the implementation of the BESRA and have been able to share what they have achieved with the other regions across the country to assist them in affecting similar changes in their schools.

One of those was the establishment of the Human Resource Information System (HRIS) which is a product of the BEAM project and became a nationwide program to store all informations profile of teaching and non-teaching personnel that will produce most of the needed information which are reliable and readily available. With this, budget preparation at Division and Regional levels normally takes five or more days every year, a long and painstaking process, will be done in only two days.

The BEAM-ARMM will manage in a 12-month program focus on working with DepEd-ARMM through the newly created Special Projects Coordinating Office (SPCO) of the Donor Convergence Coordinating Committee and the BEAM project team will move from working with the DepEd-ARMM staff detailed full-time to the project.

The Regional Sports Coordinating Office (RSCO) chaired by the Civil Service Commision of the Autonomous Region in Muslim Mindanao (ARMM) will hold a week-long Sports Festival on November 16-20, 2009 as part of the 19th anniversary celebration of the autonomous government falls on November 19th    2009 and declared as non-working holiday.

The activity will commence with a parade of ARMM officials and employees to assemble at Sardonyx Plaza going to ORC premise on November 16, 2009 followed by an opening program organized by the Office of the Regional Governor.

RSCO aims to further develop and nurture self-discipline, sportsmanship and camaraderie among employees of the autonomous region. Sports enthusiasts will have variety of game choices: Ball games (basketball, bowling, badminton, volleyball, lawn and table tennis), mind games (scrabble, chess) and other sports (shooting, dart) to show their skills and abilities.

The Regional Governor of ARMM, Datu Zaldy Uy Ampatuan will deliver his 5th State of the Regional Address (SORA) this afternoon, November 9, 2009 at Shariff Kabunsuan Complex, ORG Compound, Cotabato City.

          RG Ampatuan has made history in the ARMM who delivered 5th SORA in his capacity as elected Regional Governor, he will enunciate all his major policy concerns and development priorities where his administration focused. He will articulate the highlights of accomplishment made during the past years of governance in the ARMM.  Accordingly, his administration  concentrated on peace and security, good governance, economy, social services and infrastructure development.

          ARMM officials, diplomatic corps, LGUs and NGOs will witness the said event and SORA will be heard lively at local media stations in Cotabato City and central Mindanao.

The Department of Education-ARMM thru the assistance of the Basic Education Assistance for Mindanao (BEAM) project has made tangible project which is the establishment of the newly built Instructional Materials Development Center (IMDC) as well as the Regional Planning Office to be inaugurated this coming November 16, 2009 at DepEd-ARMM, ORC Complex, Cotabato City. An exhibit presentations will be witnessed at Shariff Kabunsuan Complex showcasing the major accomplishments during the stint of the BEAM Project. All officials, employees and other stakeholders in the ARMM are most welcomed.

The IMDC is created as a separate office equipped with highly sophisticated production materials with the goals to develop and produce low-cost, high quality learning, teaching and training materials to all schools in the ARMM and even to other line agencies that deem necessary and so needy the services of the Center.

Pursuant to the amended Basic Education Act of ARMM, IMDC shall operate as a support machinery of the Curriculum and Textbooks Development Services Office. It shall operate efficiently and effectively to produce affordable teacher and student support materials such as newsletter, training kits, visual aids and electronic presentations.

Accordingly, the inauguration of the IMDC will be graced by the Regional Governor, Datu Zaldy Uy Ampatuan and other personalities both national and foreign dignitaries.
